Minster's Office

  • Ensuring availability of information requested by the minister, performing public relations and special protocol works of the minister, preparing for all meetings and visits of the minister, and following up these issues with competent bodies.
  • Organising official communications and correspondence with all authorities.
  • Performing all secretarial tasks, and ensuring preparation and printing of correspondence and reports of the minister.

  • Defining the general policies and strategic trends of the MFNCA.
  • Supervising and approving the Ministry strategic plan, its executive programmes, and follow-up of its realisation.
  • Chairing the Council of Policies and Strategies at the MFNCA.
  • Representing the MFNCA before concerned authorities in the UAE and abroad.
  • General supervision of progress of work in the MFNCA, approving the regulatory decisions for this matter, and following progress reports.
  • General supervision on preparing the general budget of the Ministry, and following its implementation according to its specified allocations.
  • Suggesting bills of laws, decrees, and regulations of MFNCA work in coordination with concerned bodies.
  • Director General's Office

  • Preparing for all meetings of the Director General.
  • Organising official communications and correspondence with all authorities.
  • Performing all secretarial tasks, and ensuring preparation and printing of correspondence and reports of the minister.
  • General Director

  • Participating in the MFNCA policies, strategic plans and programmes, as well as supervising their enforcement after approval.
  • Chairing the Council of Executive Affairs at the Ministry.
  • Supervising, developing and empowering executive levels of the MFNCA, and following their performance results in general.
  • Suggesting necessary regulations and procedures to contribute to performance improvement and development.
  • Following up on the preparation of the annual budget and final statement of the Ministry, and submitting them to the minister.
  • Supervising bills of laws, decrees, regulations and orders of the MFNCA, and presenting them to the minister for taking the necessary action.
  • Submitting periodic reports on the activities, achievements, and work progress in the MFNCA.
  • Executive Director

  • Participating in preparing MFNCA policies, implementing strategic plans, and supervising their implementation.
  • Preparing work plans and main programmes of various departments, as well as supervising their implementation after approval.
  • Coordinating among the relevant organisational units in the Ministry, supervising their performance, and submitting progress reports to the Director General.
  • Seeking to mentor and develop performance in the relevant organisational units.
  • Executive Director

  • Participating in preparing MFNCA policies, implementing strategic plans, and supervising their implementation.
  • Preparing work plans and main programmes of various departments, as well as supervising their implementation after approval.
  • Coordinating among the relevant organisational units in the Ministry, supervising their performance, and submitting progress reports to the Director General.
  • Seeking to mentor and develop performance in the relevant organisational units.
  • Internal Audit Office

  • Applying recognised principles, rules and standards legally, financially and administratively in the internal audit tasks.
  • Ensuring the extent of compliance from departments concerning application of all applicable financial and administrative orders and regulations in the Ministry.
  • Submitting a comprehensive report to the minister on the results of financial and administrative audit of the MFNCA work, and presenting suitable suggestions and recommendations.
  • Coordination and Monitoring

  • Coordinating communication between the government and the Federal National Council (FNC).
  • Following up on enforcement of the UAE Cabinet's decisions concerning the FNC.
  • Following issuance of bills.
  • Presenting general topics which the FNC wants to discuss with the Cabinet.
  • Preparing periodic reports on the UAE government's performance in the FNC sessions.
  • Preparing for representation of the UAE government in the FNC sessions.
  • Evolving ideas for enhancing the relationship between the government and the FNC.
  • Organising correspondence between the FNC and the government.
  • Following up on bills and general issues presented to the FNC.
  • Following up on and coordinating the meetings of the FNC.
  • Presenting decisions of the Cabinet in relation to the FNC to the Council.
  • Coordinating presence of ministers and government representatives at the FNC sessions.
  • Following up on the recommendations of the FNC and implementing them.
  • Preparing reports, if necessary, on the measures taken by concerned authorities on FNC recommendations.
  • Department of Studies and Documentation

  • Preparing objectives and plans for studies and research related to the requirements of the Ministry, including domestic and international developments.
  • Supervising preparation of plans for research and studies, and discussing their estimated budgets.
  • Suggesting plans for annual research and studies, and supervising their implementation.
  • Conducting and monitoring studies, supervising their execution according to the required standards and specifications, and analysing outcomes of these studies.
  • Conducting assessment studies aimed at measuring the public opinion trends on the issues relevant to the Ministry.
  • Preparing reports, outlines, research papers, and work papers presented by the Ministry to other bodies.
  • Researching and publishing periodicals.
  • Preparing periodic and annual reports on the activities of the division.
  • Planning and implementing the plans of information services according to the needs of the Ministry.
  • Suggesting cooperation plans with local, regional, and global knowledge centres, academic institutions and think tanks.
  • Establishing the Ministry library, and providing the services of borrowing books, reports and research material.
  • Developing knowledge-based resources for the division and according to the needs of the other departments.
  • Establishing and updating specialised databases required by the MFNCA.
  • Documenting all knowledge-based sources and supervising the flow of information.
  • Preparing periodic and annual reports on the division's activities.
  • Department of Planning, Excellence and Performance

  • Suggesting methodologies for preparing strategic and operational plans, making policies and prioritising their implementation, and their measurement mechanism in the MFNCA.
  • Preparing and developing strategic and operational plans, and work programs in coordination with concerned units in the Ministry.
  • Designing measurement indicators and submitting performance reports to all organisational units in the Ministry and other subordinate bodies.
  • Coordinating performance development plans in the MFNCA, according to assessment outcomes.
  • Following up on implementing approved strategic and operational plans in the MFNCA, and evaluating their performance with concerned departments.
  • Applying quality systems, organisational performance requirements and models, and government excellence programmes which enhance working skills of employees.
  • Developing work guides, regulations and procedures, and re-engineering and preparing all studies of work-related development according to the results of performance assessment.
  • Applying standards and technologies of developing government services according to approved strategies and projects.
  • Human Resource and Finance Department

  • Planning, developing, training and emiratising human resources in the framework of strategic federal policies and planning of human resources.
  • Executing procedures of human resource affairs depending on the human resource policies and civil service law.
  • Providing methods of administrative and logistic support and assistance for various departments.
  • Preparing the MFNCA budget on the basis of its strategic plan.
  • Applying approved financial policies, regulations, and measures.
  • Department of Governmental Communication

  • Formulating and executing a comprehensive strategy for internal and external communication according to governmental trends.
  • Discussing communication and partnership fields with various institutions and departments.
  • Performing all media activities, and developing effective communication tools with all segments of participants.
  • IT Department

  • Identifying needs for programs and technological systems, developing them, and enhancing electronic connection processes according to the requirements of the e-government and MFNCA strategy.
  • Ensuring readiness, safety and security of all technological devices and operation systems, as well as monitoring their performance.
  • Providing technical support and assistance services for all departments in the Ministry.
  • Preparing management systems for the Ministry's website content.
  • Consultative Office

  • Studying, analyzing, and expressing opinions on specialised issues.
