Ministry of State for Federal National Council signed a Memorandum of Understanding with General Secretariat of Federal National Council in order to boosting the constant cooperation, coordination and deliberation between both concerning all aspects with mutual interest and stabilizing the concept of political participation and parliamentary culture alongside increasing the rate of awareness regarding the Federal National Council role and specializations.

According to the Memorandum of Understanding signed by His Excellency Dr. Mohamed Salem Al-Mazroui, General Secretary of Federal National Council and His Excellency Tariq Hilal Lootah, Under – Secretary of Minister of State for Federal National Council Affairs, both sides are obliged to implement a set of programs and activities related to the parliament publication, develop the awareness concerning the role of Federal National Council and defining its tie with ministries, authorities and federal general institutions.

According to such Memorandum, both parties aim at enhancing the cooperation between them via organizing the common events in the fields of conferences, seminars, workshops, discussions and the other cooperation fields with respect to general topics and issues or parliamentary topics and issues plus providing each other with the recommendations and decisions regarding the events organized by each party; which represent a mutual concern for each party.

In addition to the aforementioned, both parties will exchange editions, prints and studies issued by each party. Not only this, but also all information, data with respect to the work mechanisms of each party; each in its specialization and raising invitation for attendance or contribution “Or the both” in holding events in addition to preparing and developing planes by purpose of activating the role of each party in the fields of cooperation and coordination by reason of translating the goals of such Memorandum into stabilizing the element of political participation and supporting the political development.

Parties agreed upon the constant coordination and deliberation between them in all aspects with the mutual concern within the frame of the granted powers to each party of them; especially when the Council requests the data, documents and regular reports from ministries, authorities and public establishments by reason of transferring such data and documents as soon as possible to the Council taking into account the comprehensiveness of such data and documents and related to the issues discussing by the Council.

His Excellency, Dr. Al-Mazroui affirmed the significance of such Memorandum regarding enhancing the cooperation with Ministry of Federal National Council and with all kinds of institutions in the State to ease the Council mission, specializations, activities and spreading the parliamentary knowledge and culture in a manner that reflects the evolution witnessed by the parliamentary march in the State by according to the support and instructions issued by His Highness Sheikh Khalifa bin Zayed Al-Nahyan, the President of State “May Allah protect Him” and his brother His Highness Sheikh Mohamed bin Rashid Al-Maktoum, Vice President of State, Prime Minister, Governor of Dubai May Allah bless Him and their brothers; governors of Emirates.

The importance of such Memorandum is embodied within its goals and the willingness raised by both sides in coordinating the efforts and activities performed by them for the sake of boosting the mutual work between them and glorifying the output of their activities so as to fulfilling the goals and the desired strategic aims by reason of stabilizing the political participation concept and enriching the awareness regarding the Council role and specializations and the nature of development witnessed by the political life in the State via the program launched by His Highness, the President of State (May Allah protect Him) in 2005 in order to empower Federal National Council, he added.

Such Memorandum is resulted from fulfilling and implementing the strategy placed by the General-Secretariat from 2011 to 2013; regarding providing all forms of support for the Members of Federal National Council over the discussions they raised concerning the different patriotic issues and the Council right regarding practicing its legislative, controlling and political specializations for the sake of reaching the highest comprehensive performance within an integrated advanced parliamentary work system, he affirmed.

“The goal behind Signing Such Memorandum of Understanding is to boost the mutual work and translate the political leadership vision and its keenness on enhancing the cooperation ties between the executive institution and the legislative one referring to the constant directions of His Highness Sheikh Mohamed bin Rashid Al-Maktoum, Vice President of State, Prime Minister and Dubai Governor – May Allah protect Him – regarding the necessity of full cooperation between Government and Federal National Council for the sake of fulfilling the prosperity and welfare for Emirati People, His Excellency Tarek Hilal Lootah, Under – Secretary of Ministry of State for Federal National Council Affairs said.

“Such Memorandum of Understanding is one of the most significant initiatives towards enhancing and organizing the cooperation between Ministry of State for Federal National Council Affairs and General – Secretariat for Federal National Council as it ensures the effective coordination between the executive and legislative authorities by reason of the public benefit, His Excellency added.

Memorandum of Understanding will contribute to coordinating the efforts and activities regarding stabilizing the political participation concept and enhancing the awareness rate concerning the role of Federal National Council, His Excellency Tariq Lootah emphasized.

Articles included in the Memorandum covered the different aspects of mutual work which ensure the coordination and constant consultation between Ministry of State for Federal National State and General – Secretariat for Federal National Council in all matters with mutual concern, His Excellency explained.

It was agreed upon implementing a set of programs and activities related to visual media by goal of enhancing awareness rate with respect to parliamentary life in the State, His Excellency added.
