His Excellency Dr. Anwar Gargash, Minister of State for Federal National Council Affairs said that the attention by political leadership regarding enhancing the role of Federal National Council through the program of empowerment launched by His Highness Sheikh Khalifa bin Zayed Al-Nahyan, the President of State -May Allah Protect Him- affected positively the Council work. His Excellency made this speech on the occasion of the conclusion of the first ordinary holding session of the Fifteenth Legislative Chapter for Federal National Council.
His Excellency explained that activating and enabling the role of Council has been and still a sublime objective that the political leadership as well as the citizen seek to achieve it as it is a comprehensive Federal edifice and the key historical institution. The empowerment program launched by His Highness, the President of State– May Allah Protect Him– emerged as a main part of his ambitions towards the State as His Highness realizes the significance of mechanism development of political participation via gradual course to enhance our political system, economic growth and experiencing the comprehensive development for the federation.
Political leadership works hard to enhance the cooperation ties between both institutions; executive and legislative in order to fulfill the prosperity and welfare for the people of UAE referring to the deep cooperation between Government and Federal National Council which led to many accomplishments and successes, His Excellency emphasized.
His Excellency Anwar Gargash praised the Government response towards the requirements of Federal National Council over the recent period via its response towards the reaction with the national issues with which it dealt in a high level of transparency, accuracy and objectivity drawing the attention to the noticeable presence of Their Excellencies Ministers to the Council sessions and their keenness on answering all questions raised by the members in detail, which means that they have a great awareness of the important role of the Council regarding empowering the general performance of Government and its reflections on the comprehensive development march for the United Arab Emirates.
Also, His Excellency appreciated the important role played by His Excellency the Chairman of Federal National Council alongside the members through handling the general issues and the questions regarding the supreme benefit of the State deeply; which means that the members are keen on declaring the street pulses and sufferings to the heart of the constitutional institutions.
Dr. Anwar Gargash praised the common cooperation between Government and Federal National Council Chairman and praised also the level of discussions which embodied the highly display into the society of UAE. In addition, he praised the remarks of the Council through questions or discussing the general issues and draft laws so the contributions by the members enriched the dialogue, draft laws and qualitative addition to the legal frames which run the sectors of departments and community in the State.
The first ordinary session represented a critical moment in the history of the Federal National Council march simply because of the process of its re-shaping by electing half of its members from an wider and larger elective body in comparison with its similar one in 2006; this granted the opportunity of joining new members to the Council who represent different classes of Emirati Community and joining the woman by the appointment and elections system in the Council seats as well as enabling her to practice her own role in the Council alongside her effective interaction that supported and enriched the parliamentary experiment; His Excellency discussed.
His Excellency emphasized that the discussions that arise in the sessions among their excellencies the ministers and the Council members is evidence on the civilized level of the discussions held by Federal National Council, mirrors the high development level of the political development performance in the State and boosts the political work promotion into United Arab Emirates.
On one hand, His Excellency gave a glimpse that the Council succeeded in displaying a number of issues on the public and private levels, particularly the environmental and community issues that affect all categories of community consequently, and the government tries side by side with Federal National Council so as to find suitable solutions for such issues.
“Council practiced, over the recent fourteenth sessions, its legislative and monitoring role as well as it was supporter and guide to the executive authority. Not only this, but also it raised the questions regarding the entire aspects of citizens interests and meeting their primary needs to accomplish the public interest” he added.
Moreover, His Excellency admired the permanent and temporary committees of the Council which depended in their work on submitting subjective reports to the Council and government relying on facts investigations regarding the raised issues before scientific studies, field visits, seminars, specialized workshops, communicating with all community sectors, citizens and taking the assistance of the experts and specialists.
On the other hand, His Excellency praised the parliamentary diplomacy of Federal National Council over such role which witnessed an intensive activity by parliamentary category and the effective participation in many conferences on the international and regional scales.
The most knowingly that Federal National Council, over the first session of the Fifteenth Legislative Chapter, discussed (12) draft laws and raised (50) questions to the government. Also, Council discussed two general topics regarding the environmental issues in the State and the applicable policy by Ministry of Social Affairs concerning the Social security.
