The Ministry of State for National Council (FNC) Affairs was established by Federal Decree No. 10 of 2006. Issued on February 11, 2006, the decree provided for the formation of the Council of Ministers, including, for the first time, a Minister dedicated to tending to the affairs of the Federal National Council. The new position was created after the UAE’s leadership voiced its desire to find more effective communication and coordination channels between the FNC and the Government.

The Ministry of State for Federal National Council Affairs works to strengthen cooperation between the Cabinet and the Council; promoting a culture of political participation among citizens to achieve their interests as well as those of the country. The Ministry also maintains communication between the legislative and executive branches of government and to help build the Government of the Future, and constantly updates its objectives, processes, programs and projects, launching ambitious and innovative initiatives that serve the UAE and its people, and encourage them to live up to their potential and help propel the UAE to the top of global rankings across the board, as envisioned by the UAE’s leadership.

Tasks & functions:


Coordinating between the Government and the Federal National Council with regards to the Council’s jurisdiction.


Participating in the drafting of legislation pertaining to the role of the Federal National Council.


Supervising media affairs and coverage of parliamentary life.

All other functions vested in the Ministry of FNC Affairs by virtue of laws, regulations and decisions of the Council of Ministers

Federal laws are the main tool for implementing the provisions of the Federal Constitution. They are concerned with organizing matters of strategic importance in the State, regulating the relations between the State and its institutions, regulating the relations of the State and its institutions with individuals and regulating the relations of individuals with each other.

The draft process of Federal Law passes through several stages in order to become a law in force. These stages are:


Refers to the stage where the Council of Ministers proposes federal draft laws pursuant to the provisions of Article 60 (2) of the Constitution, being the only body empowered to propose draft federal laws in the State. It also includes the idea of ​​proposing draft federal laws, “preparing the draft law”, that is to put it in specific legal texts, pursuant to the provisions of Article ( 110/2 /a ) of the Constitution, which entrusted the task of preparing draft federal laws to the Council of Ministers.


Refers to the stage where the draft law is referred to the FNC for discussion, pursuant to article 110 (2) (a) of the Constitution, which stipulates that the Council of Ministers shall prepare the draft law and submit it to the FNC.


Refers to the stage where the FNC discusses the draft law after being referred to by the Council of Ministers. In such a case, the FNC may approve, amend or reject the law, pursuant to the provision of Article 89 of the Constitution.


Refers to the stage where the new law – after being discussed by the FNC – is raised to H.H the President of the State for approval, and then submitted to the Supreme Council of the Union for ratification.


Refers to the stage where the President of the State signs the new law and issues it after its ratification by the Supreme Council of the Union.


Refers to the stage where the federal law is published in the Official Paper of the Federation after being signed and issued by H.H the President. In this regard, Article 111 of the Constitution stipulates that the publishing process shall take place no later than two weeks from the date of its signature and issuance by the President of the State, and shall come into force one month after the date of its publication in the Official Paper, unless otherwise provided.

The late Sheikh Khalifa bin Zayed Al Nahyan launched the Political Empowerment Programme to mark the UAE’s 34th National Day in 2005. The programme aims to establish a supportive environment that encourages political participation among UAE citizens. The Programme also empowers the FNC to fulfil its role as a support unit for the executive authority, while remaining close to the people and their issue.


The Ministry promotes a culture of political participation as one of its strategic objectives and has adopted a sustainable approach to communication and interaction with as many members of society as possible for the common good.This approach is based on the Ministry's commitment, since the inception of the programme, to implement awareness initiatives that cover all sectors of the society. The aim is to build collective awareness and introduce the political empowerment program launched by the late Sheikh Khalifa bin Zayed Al Nahyan in 2005, to raise awareness of parliament life in the UAE.


  • MFNCA and four other government entities competed for the ‘Leading Federal Entity’ (for ministries with less than 500 employees) category at the 6th Mohammed bin Rashid Government Excellence Award 2022.
  • MFNCA wins ‘Best Entity in Wellbeing at the Workplace’ (for ministries with less than 500 employees) at the 6th Mohammed bin Rashid Government Excellence Award 2022.
  • In 2021 the Ministry of State for Federal National Council Affairs (MFNCA) has earned the Gold Accreditation from the Investors in Human Resources Foundation in recognition of its outstanding results in effectively managing human resources.
  • The Ministry of State for Federal National Council Affairs (MFNCA) was awarded the European Innovation Management Standard TS 16555 (CEN/TS 16555-1-2013) certification, issued by Lloyd’s Register, UK, for implementing an integrated innovation management system in accordance with the international certification’s requirements.
  • Qualifying among the top five Government entities nominated to win the Mohammed bin Rashid Government Excellence Award 2019 for the Leading Federal Entity category.
  • The successful organisation of the FNC elections in 2006, 2011, 2015 and 2019.
