The process of making laws (enactment of legislation) in the UAE legal system goes through several stages, starting with the Council of Ministers proposing the drafting of federal laws which are then referred to the FNC for discussion. After the Council has completed the discussion and amendment of draft laws, they shall be presented to the President of the Federation for submission to the Supreme Council for ratification.

The Ministry of State for Federal National Council Affairs performs different roles during the stages of federal laws enactment, varying according to the stage of the draft law. These roles are summarized in three sub-roles:

  1. Receiving the draft law from the Government and forwarding it to the FNC.
  2. Coordinating the presence of the competent Minister to discuss the draft law.
  3. Referring the draft law after discussion in the FNC to the Council of Ministers.
