During the stage of coordination between the Government and the FNC on General Topics, The Ministry of State for Federal National Council performs a dual role depending on the stage of the general topic. The Ministry’s role in discussing general topics shall be as follows:

  1. Receiving the request of the FNC to discuss a general topic related to the affairs of the Union within its competence, at the request of at least five of its members.
  2. Addressing the Ministry of Cabinet Affairs to present the subject to be discussed by the Council of Ministers.
  3. Following the decision of the Council of Ministers on the request of the Council to discuss the general topic, the Ministry of Cabinet Affairs shall inform the Ministry of State for Federal National Council Affairs of the decision of the Council of Ministers, either by approval or rejection.
  4. The Ministry shall inform the FNC of the approval of the Council of Ministers to discuss the general topic in accordance with the axes specified in the request. In case the decision of the Council of Ministers is rejected, the Ministry informs the FNC of the refusal of the Council of Ministers to discuss the general topic, if it considers that this latter conflicts with the supreme interests of the Union.
